This document sets out a comprehensive and inclusive roadmap for finding a solution for Syria. The roadmap is based on a single strategy with seven interlinked tracks; it adopts an integrated approach that draws together bottom-up and top-down approaches. The implementation of the plan is divided into delineated phases, each of these phases begin with agreements between the Syrian parties and the provision of international guarantees.

This roadmap was drawn up in accordance with a vision that was developed without reference to any existing political position. It is informed by the desire to serve the interests of the Syrian people by putting an end to their suffering and to the war, which is depleting their moral and material resources and jeopardizing the future of an entire generation. The intention is to put an end to that war through a process that will: establish a lasting peace in Syria based on the rule of law, justice and civil liberties; preserve Syrian state institutions; and address the growing danger posed by terrorism in Syria.

The purpose of this document is to present the parties and stakeholders as proposed draft of roadmap. The document sets out the main issues that must be addressed in order to open the way for a more inclusive dialogue on the shape that a possible solution could take and on a starting point for setting Syria on the path towards such a solution.

The Peacebuilding advisory unit is a group of independent Syrian figures and actors within Syrian civil society organisations and networks which aim to contribute to achieving the aspirations of the Syrian people to build their own democratic, pluralistic state  based on justice. 

The member of the unite envisage that:

·       The exit from the current crisis in Syria must be Syrian led.  

·       That a peaceful political solution is the only way forward to keep the unity of the Syrian land and people. 

Members of the unit are committed to: 

• Stand against violence by any party 

• Respecting the Universal Declaration of Human Rights 

• Working to build peace and civil peace in Syria 

• The principles of freedom, justice and equality 

• Inclusivity in their work and approach

This unit is committed to act in advisory capacity. It does not seek power nor consider itself as a party in any political or military negotiations.  

Goals The goal of the unit is to contribute to:

1. Transforming the conflict in Syria from an armed conflict to a peaceful political one. 

2. To enforce the independent Syrian national will and vision

3.  To support solutions that are compatible with the needs and priorities and of the Syrian society and the Syrian national interest. 

4. To disentangle the internal conflict Syrian from the regional and international conflicts.  

Role The role of the unit is to: 

1)     provide visions: 

From its independent position the unit aims to generate visions and ideas for potential solutions that are based on scientific objective knowledge of the situation in the Syria and the region and that aim to meet the public Syrian interest. Such visions would: 

a)     Seek to open and activate track II negotiations that compliment and support the framework of the political solution as outlined in Geneva Communiqué.   

b)     Address the needs and priorities of the Syrian society in collaboration with those working in this area 

c)     Devise the best mechanisms for the participation of civil society and traditional community leaderships in Syria in the overall solution in an effective, comprehensive and inclusive way that maintains their independence.   

2)     To activation and the promote the success of the track II negotiations and initiatives: 

a)     To communicate with actors in Syria in each region, and especially the civic actors to activate the peacebuilding and peace making processes at the local level from the bottom-up and to ensure that these initiatives head in the direction of fair and sustainable solutions and are integrated with a national vision for a peaceful solution. 

b)     To communicate with international actors that are involved in the Syrian conflict and to collaboration with the UN envoy in his efforts to initiate political peaceful process and to stop the violence. 

c)     Open up track II dialogues that can contribute to addressing the causes of conflict and the deep Syrian divisions.
